Patrick is right, it’s mostly a marriage gap. There is some effect outside of that, but if black women married at the rate white women do, with the current medical system, the goal would have been met and then some because most of the difference is that it’s hard to be a single mother and they tend to be less healthy when a pregnancy occurs in the first place.
