Obviously!!! That’s my point, Ian! Google was able to invest in Google Fiber (which I’m using to reply currently) specifically because they didn’t have to meet Title II requirements to service every household (or whatever specific split the local jurisdiction may have negotiated ages ago).

The entire reason Google Fiber made sense is because they weren’t subject to the expensive build-out costs that Title II entails.
