Seems to me that the most important element here is the divestment of internet assets from publicly owned and funded agencies to privately owned and funded corporations, who then had a very strong financial incentive to attract significant growth in the user-base, which was accomplished by making the internet more accessible and useful to the average person, two things which markedly did not happen while it was publicly owned.
