Optimal Scheduling looks at your previous 5000 (or however many you have) interactions including Likes, Retweets, Shares, and Favourites to see where the most interactions happen.
It will also analyse other similar pages in your time zone (so make sure you have this set accurately to your brand) to find the best post times, it even throws in a few random time slots in an attempt to find new and better post times for you.
