I have no idea what you are talking about. IN any case, when you hire someone for a service …say an AC repair technician, do you look for the “best, most qualified” or the one who really wants the job though they are not very good at it? IF so, perhaps you have charity and service confused? Why would anyone want a publicly funded organization to make decisions with our money that are in contradiction to the decisions we make for ourselves?
