Hey Alex, good question. One way it could work is like this — since the elected “liquid legislator” actually serving in Congress cannot vote except as instructed by the app, if no one in the liquid democracy app votes for or against a bill, then the legislator must also abstain.

Elected legislators cannot propose legislation. They are dumb proxies and they can only relay vote results from the app. Any voter within the app can propose legislation, though. And vote directly, or delegate their vote.
