I have read that if the velocity of expansion were a fraction of a per cent less, the universe would have collapsed back on itself after the Big Bang. Perhaps there were a series of bangs, with the earlier ones not reaching the critical velocity, until the most recent one. Perhaps the seeds of these black holes formed during earlier collapses.
