I disagree, actually.
IMO the protocol needs primarily to serve its users, not ether holders, not dapp developers, or other businesses in the ecosystem. Unfortunately it is very hard to get a vote from users. I’m not opposed to coin voting as a coordination/signaling tool. However, I wouldn’t support coin votes as a necessary and sufficient requirement for hard forks.
