I find it morally questionable that any politician would hold an office for more than two terms. Term limits are a vital part of a diverse body politic. California could’ve had 15 different Democratic voices over the time Pelosi has been in office. Instead, they got one. I am hard-pressed to believe people who spend a lifetime in politics are serving others so much as they are serving themselves.
And to make it worse - people are underrepresented. Our founders envisioned representation on the level of 30k:1 because anything significantly greater would make Democracy untenable. Yet that would result in enough legislators to fill a small stadium (~10k). Still, even an modest update to Appropriation to account for growth over the past century could reasonably net an additional 110 seats.
