I think you make a good point regarding AD; however, he may have been one of those prospects that would go directly from HS to the NBA (although he was a bit of a late bloomer). In any event, although I agree that a bright line rule for age isn’t the best in every situation, there really is no other parameter to base a rule on (unless you can think of one?).
