It wasn’t a ruling because Presidents can’t make rulings. It also wasn’t a law because Presidents don’t make laws. That’s why Obama’s directive was an overreach because the Executive Branch, including the President, is the one branch with absolutely no authority to make transgenders an official special interest groups or add them, as transgenders, into Title IX (even by re-interpretation). Trump is actually doing exactly what the Constitution says the President is supposed to do — execute the laws as written by Congress. For best results use the proper channels instead of trying to game the system.
