Yes, I see what you mean. I think I would lean more towards how you express the matter hear. Obviously, however, my thinking on this matter is not fully formed.

As an aside, taking the whole of the OT and the whole of the NT, there seems to be advocation of divine judgement (and mercy/love) in both. Although it certainly seems as though Jesus re-interprets (or clarifies) OT Scripture in this instance, his sayings are certainly not void of judgement elsewhere.
