Sure, if you setup a experiment (PDCA-style) to test if a practice is valuable or not in your specific environment/team/system.

Nevertheless, those that ‘compile’ and ‘evolve’ a framework, do that based on the experience of many environments/teams/systems. And usually they don’t just setup a ‘bunch’ of loosely coupled do’s and don’ts spiced with some values or priciples. They build a interdependent set of them, having conceptual integrity. And in that case, removing a practice also would have unpredictable effects.

And when starting an agile journey (hence having a marginal understanding of the current system), I’m quite confident, that starting with a framework ‘as a whole’ is way better that cherry-picking various stuff.
