This is comparing the fit of a Phase-gate approach (SDLC, software development life cycle, rooted in 1960) with (1st) a Phase-gate Method (Waterfall, well SDLC is Waterfall) and (2nd) a incremental/iterative Method.
That — of course — creates a quite strong bias and invalidates all conclusions. A agile method embedded into a Phase-gate approach inevitably yields suboptimal results.
I agree that agile methods are no silver bullet, but this comparison is rubbish.
