How Hillary Clinton Adopted the Wonkiest Tech Policy Ever

I’m confused about the use of the word “wonky”. I always connoted that word with being synonymous with “off-kilter”, but the content of this article suggests that the tech policy is solid and well-assembled.

I also checked with M-W: “unsteady, shaky, awry, wrong” and the Google “crooked, off-center, askew, unsteady, shaky, not functioning correctly, faulty”.

Is there some arcane or esoteric usage that I’m missing here? Or snarky subtext sitting way beneath the surface? I’m seriously confused.
