We should start re-framing this issue as not “giving out free money” but rather “providing basic human needs”.

“Free money” connotes more closely to “entertainment and luxury spending” than it does “paying rent and buying food”. The poor have a deficit in their ability to provide themselves with basic human needs; they don’t need money to spend on living beyond their means — they need to be able to afford their means in the first place.
