Because it’s a lie that it’s about innovation. The vast majority of tech workers aren’t supposed to innovate. They’re supposed to diligently do the shit work that hasn’t already been automated, for the cheapest price possible, which won’t be cheap enough once the thing is automated.

We have hundreds of years of history that show this trend. It’s not that the decision makers don’t understand the technology. It’s that the only thing they need to understand about tech is it lets them make more money. The technology, the product, the service, the customer, or the worker only matters relative to that objective.
