Xbox One tried this exact scenario with HDMI in and Kinect 2 as a voice input for directing TV boxes connected to it. After a weak sale and low interest, Microsoft turned their console to “just gaming” direction, debundled Kinect and no more updates on the TV end of things. It has many of the same apps as Apple TV and on top of that a browser integrated (something that’ll never ever happen on Apple TV) for you know “what if needed”. You can open up Xbox just by shouting “xbox on”, triggering your TV on at the same time. So yeah, what you asked for is out there, just not Apple.
