Who would determine whether there was enough evidence of goals being met? Would this restriction apply to all projects or simply overfunded projects?
It’s an interesting idea and certainly would have avoided some of the issues in this case however…

I think that evidence of a goal being met could be easily evaluated if it relates to something tangible, e.g., signed contract of a manufacturer. I was a subcontractor for the DOD for a few years — and had to complete verifiable progress reports monthly — I am sure KS could figure out the details of making it work; if they really wanted to. Regarding your other question — I would say apply it to all projects —the fact is people have lost money on big and small projects.
