State Plans For Incentive FSI For The Dharavi Redevelopment Project
The Maharashtra government has recently planned for an incentive FSI of 1.33 for rental housing options for the Dharavi Redevelopment Project as it would not be able to offer the entire promised land to the developers. This would ensure that the development works on the Adani Dharavi project can continue even when the total land isn’t available at the moment.
The Adani Dharavi Project: An Overview
The Adani Group has taken up the Adani Dharavi project in collaboration with the Maharashtra government. This is undoubtedly one of the biggest projects to have been taken up by the Adani Group. The project involves offering housing facilities to the residents of the Dharavi slum area. This would bring about an enormous infrastructure development in Maharashtra. It would also mean that the people of the Dharavi slum area who have been leading their lives in extremely difficult conditions will be able to start leading life in a much better manner.
As per recent news, the Dharavi residents will be offered independent flats of 350 square feet. These flats will have attached bathrooms and kitchens. The entire project would also involve developing various commercial spaces in the Dharavi area itself. The people will be able to earn themselves a source of living. They will also be able to overcome the poverty that they have been suffering from over the last few years.
The Recent Plans for Land Acquisition:
The Maharashtra government has recently allowed the Adani Group to build houses for slum project-hit people on the Mumbai salt panland. The cabinet had earlier approved using 255 acres of saltpan land for slum rehabilitation. The Adani Group is responsible for managing the project and taking care of the development works to be carried out in the project area but the state has recently realised that only 50 acres of the allocated land will be immediately available for rental housing for the ineligible residents.
Because of the unavailability of the land, the state government is currently looking at an alternative by providing incentives in the form of FSI to the developers. In order to facilitate the process, the state housing department has recently issued a government resolution allowing the Dharavi Redevelopment Project Private Limited (DRPPL) to purchase land outside the Dharavi Notified Area for rental housing. The Adani Group has been working on the various aspects of the Adani Dharavi Redevelopment Project in collaboration with the state government.
The Incentive To Be Offered
As per GR, DRPPL will be offered an incentive FSI (Floor Space Index) of 1.33 for saleable components in exchange for constructing the rental house. The lessees of salt pans have challenged the decision of the state and central government to hand over the land to the Dharavi redevelopment project for the rental house. Currently, everything is under litigation except 50 acres. There is already litigation on ownership of a section of the salt pans between the state and the central government. The land is to be purchased in the name of DRPPL. GR has stated that the land should possibly be purchased within 10 km of the Dharavi Notify Area. In case the land is not available, then it can construct rental housing in the Mumbai Metropolitan area.
While the state has recently approved the transfer of salt pan lands to the state government which has announced the transfer of the land to DRPPL, the unavailability of the entire parcel of salt pan has come as a shock to the developers who are responsible for the implementation of the project. The salt pan includes Arthur Salt Works land (120.5 acres) at Kanjurmarg, Jenkins Salt Works Land (77 acres) at Bhandup and Jamasp Salt Works (58.5 acres) at Mulund.
The state government had earlier formed a special purpose vehicle known as the Dharavi Redevelopment Project (DRP) of which Adani Realty is the lead developer. It owns 80% equity while the state government owns 20% equity. The DRP and Slum Rehabilitation Authority (SRA) are also part of the DRPPL. The state government had claimed 120 acres of land. The centre has already challenged the ownership. The government has also announced rental housing for all those ineligible Dharavi residents who are estimated at around 3 to 4 lakh households.
