You can use any modern IDE for react native (Atom, vs code, android studio, etc..) Not sure if there are additional plugins for flutter that makes it better.
Interesting. I have not had this experience with the latest React Navigation. The transitions are quite smooth. Although this used to be the case with some older navigation libraries I have used.
