Presumably the eventual goal of such a wealth fund would be to a. redistribute Income and/or b. pay for public services/government expenditures. Why cannot this be funded by higher levels of taxation? Why does the government need to own the actual assets? Couldn’t you just tax the cash flow generated by assets (or imputed cash flow in the case of real estate) and then spend this on the programs you want to?
