I think we can make simpler changes than a Constitutional Amendment that would be needed to remove the Electoral College.

  1. End voter take all for the various States, return to the way Nebraska and Maine still apportion Electors. This makes it harder to target the few key swing districts.
  2. Enact into law something like the Wyoming Rule to even out how many people each Congressman represents, and therefore the number of Electors. https://en.wikipedia.org/wiki/Wyoming_Rule
