Well, they blamed him cause his actions led to, albeit unknowingly and indirectly, to those deaths. But mostly they blamed him for breaking the ravagers’ code and trafficking children.

Anyway, that’s different story. His was a crime of ignorance but he is not guilty of those deaths and he did not participate in the killings. He basically even managed to save one life once he become aware of what’s happening.
