It’s a matter of context.

Firstly, Martin can do whatever he wants, as this a work of fiction. “Based on Europe” only means “little to no black people” as much as it means “absolutely no dragons”, and he had no issue supplanting that aspect of the comparison. He chose, personally, to use the characters and demographics he did. That’s his right, but he certainly wasn’t bound by anything to do so.

Secondly, there is the larger confines of fiction, particularly western fiction. Westetos isn’t really based on Europe . its based on centuries of European fantasy, wherein the world - or at least the world of the hero — is always European in root. And this can become a problem when those works of fictions also include the same beats of most other post-colonialism works regarding race (minorities are either not present, savage, or in dire need of (white) salvation).

It comparatively would not make sense to complain about a change in setting, as it would shed a lot of that cultural baggage in the process.
