We agree that it should be more, but until it is more, then reading too much into a popular vote discrepancy is dubious.

FYI, abandoning the Electoral College would drain a lot of money out of presidential campaigns by increasing their efficiency so it’s never going to happen from the top down.

At least not with the current crop of establishment politicians in place.
