It can be in the tone, unless there is no shaming in the tone. Just sweetness.

When he or she frowns and shakes their head, and you hear the put down in their voice, you know that you are being badly treated. But when they seem nice and friendly, using a tone that is identical to the one they use when saying it’s good to see you again, it can be confusing. Then all you have is the words.
