The Fed is private because the US says it can be private. Health funding in the US is mostly private because the US says it can be private. The US can say what it likes, so people who think that it is in any degree important that the current prescribed and constrained central banking and health care arrangements are in some measure “private” are blinkered to the point of incoherence.
