Thanks for this post. As a gov reformer who’s used allot of the digital service’s frameworks and examples I was surprised because it seems you all broke one of your own cardinal rules: move forward after small(er), tested, (agile for lack of a better word) success before 1.5 Billion dollars! Did you all do a did a few 50K, 250K 1.5 Million, 10 Million? procurements? Each of those would have provided data on the procurement and protest process. I know, I know… Hindsight, but that’s been one of the teaching of the digital service I do hold to heart: Think Big; Act Small; Move Fast, Implement Wow.
