It will start in your current folder. Just CD over to where you want to be.

I hear you on Jupyter Notebook showcasing most of its utility for analysis workflows and being simpler than the main IDEs — I still use PyCharm once I’m ready to create something for production. I find the data visualization and cell structure to help with prototyping but do eventually transfer to an IDE once I’m ready to structure a larger program.

The ArcGIS API for Python does allow many ArcGIS administrative and content management tasks to operate in a neat way from the notebook (or from your preferred IDE) — have you seen these examples by any chance?
