All armies are job creation schemes. The Japanese army is a ‘civil defence force’ and some of its brigades spend their winters making ice sculptures.

But then so are other social insurance schemes — the fire brigade, and the health service.

But they are not job guarantees, because you are not guaranteed a job in the them. They won’t take people as they are regardless and ensure they have a living wage job to go to, and something to do.

Now you could expand the forces to be the Job Guarantee if you have that sort of society. It depends how they are viewed socially.
