Look! You did next:
Created ScriptableObject GameSetting 
Created MonoBehaviour Setting
In field “s” saved link on Setting.
Why?
You will use next “path” Setting.s.fieldOption;

Why don’t use just singleton. 
class Setting : MonoBehaviour {

Setting _instance;

public Setting Instance{

get{
 if (_instance ==null) {

_instance = this; 
}

return _instance; 

}
}
