First of all, what is wrong with that? Wealthy shareholders invested their hard earned money into risky ventures and made a lot of money overseas. The money is over there and can’t be spent here without paying the highest tax rate on the planet. If we lowered the rate we could tax all of that wealth — presumably helping all Americans. Furthermore, we could easily require that repatriated profits be invested to avoid taxes — perhaps to build factories, roads, or bridges.
