In an unusual move, the FBI Director publicly “closed” the investigation into Hillary Clinton’s private email server earlier this summer. In testimony to Congress, Comey was asked if by Representative Lamar Smith whether he would reopen the Clinton investigation if he discovered new information. Comey replied that he would consider it.

In Comey’s letter to FBI employees he justified his letter to Congress by first reiterating the fact that he told Congress the investigation was “closed” and explaining that he needed to make them aware that he was reopening the investigation to “supplement” the record. Suggesting that this is somehow NOT reopening the investigation is a very strange claim.
