You might want to consult a lawyer before alleging that someone committed a felony. The resident of one state does not fall under the jurisdiction of another state just because he calls someone residing in that state. When two individuals from different states deal with one another they are bound by their OWN state’s laws and federal law.

O’Keefe was located in a single-party notification state while at least one of the people he called was in a two-party notification state. The state with the two-party notification law does not have jurisdiction over O’Keefe.

Federal law allows single-party notification. O’Keefe is in the clear.
