"Scientific" reason for non-disclosure - it will show that 90% of modern physics is trash. "Technological" reason for non-disclosure - being caught with pants down: close to 0 progress in reverse engineering (at least it was like that by 1990), but "everybody, please back off, your help is not welcomed". From the point of view of whoever in charge: disclosure = announcing their uselessness = acknowledging they are flawed.
