Since the start of One Piece we have been seeing Garp as a very powerful marine. There have been many legends about him. He is called the “Garp! The Hero”. He has defeated many notorious foes. In the history of One Piece he is the only known marine to have fought Pirate King many times.
Many legnedary pirates met their doom when they faced Garp. The only time when Marine HQ was attacked before luffy, it was Garp who repeled that attack.
But with all this power the question that been bugging all the fans for a long time it that why is still a Vice Admiral. When scumbags like Akainu are Admiral which are Garp’s juniors. Since Garp is from previous generation than Akainu and Aokiji.
And it’s not like Akainu and Aokiji are more powerful then Garp. When Akainu killed Fire Fist Ace, Garp would have really killed him if not for Sengoku saving Akainu’s ass.
So why does Akainu get to be Marines Head and Garp is still a Vice Admiral. Which are not much strong recently, due to the fruits of Luffy and his crew’s training. And each member of Luffy’s crew can handle their own against any other Vice Admirals.
Well you don’t have to wait anymore for your answer since it’s been revealed in recent release of One Piece. The real reason why he was not promoted after becomming a Vice Admiral was because of his own choice. Yes! It was Garp’s decision to not go up any further in ranks. Since he could fight pirates as he was. Rank has got nothing to do with fighting any pirate. As long as you are a Marine you get to kill any pirate with a bounty and get away with it.
Leading Marines into battle was not his style anyway. He was more like one man army. He always have other marines with him, but just as a support not as a fighters.
Another main reason for not going up were the Celestial Dragons. Since we all know that they are useless mean creatures, who should just be flushed in most horrible way. Those mean, fat and lazy Celestial Dragons get to order Admirals around like their servants. Which Garp could not tolerate. He decided to remain a low salary Vice Admiral then to be lap dogs of Celestial Dragons.
This could also be the reason why his son is so much against world government. It is a possibility that Celestial Dragons did something horrible(as always) which included Garp and his son(Dragon). And after that Dragon thought vengence against World Government while Garp remain true to his Government Job(upto some extent).
