Only they already taxed tobacco heavily where I come from and that was a conflict of interest. It gave governments a reason to support the tobacco industry. More sales equals a tax windfall. It was not until the public were allowed to see the science that smoking decreased. There was a total ban on tobacco advertising and significant health warnings. But 10% is peanuts. The reason half the sun beds closed down was the publicity thus aroused led to public education about the dangers to their lives, not that they could not afford a 10% price rise.
