It could be a non-event if the majority of miners enforce BIP148. It could be an event with a split (that could potentially be long lasting). It depends. What is certain is the 148 chain cannot be reorganized but the legacy chain can. That puts a lot of risk on the legacy chain if BIP148 has any kind of economic strength.
