If we somehow built all those new homes in SF but didn’t create a single new job, the likeliest scenario would be that a bunch of people would relocate from the suburbs to SF. Whatever happened, you wouldn’t just have 200,000 unused units — developers would end up selling to someone, after all, even after the hypothetical price collapse.
