I think you are spot on with this piece Janet. One organisation which has explicitly encouraged boldness is O2, whose values are “Bold, Open, Trusted, Clear”. When I worked there (2010–14) I found that having boldness as a stated value went some way towards giving people ‘permission’ to show some of the behaviours you’re talking about.
