This is bizarre. It suggests that the manager’s manager has lost touch with how a good team, effectively managed, can perform effectively without a) needing micromanagement, and b) going “off the rails”.

A good manager knows their team will report a deviation long before things go off track. Sometimes, that deviation will be helped by managerial intervention (mostly a bit of advice and guidance); that is not micromanagement. That is effective management.
