I agree. From what I know of Agile, it doesn’t couple to any software language (it doesn’t even couple to software development necessarily). The essay sounds more like a case of parts of the organisation adopting parts or Agile that suit them, and not committing to the whole package. I really love Agile but only if the whole organisation is both trained and committed to it.
