Absolutely. Even if there were evidence that a chemical imbalance is present in an individual suffering from depression, the possible combination of explanations is far bigger than a simple causal inference. It could be that a traumatic event causes both simultaneously; it could be that the psychological causes the neurological disfunction; it could be that the imbalance merely *mediates* the depression but doesn’t cause it. There are just too many possibilities that are equally compatible with what is being observed (setting aside that no such chemical imbalance has been observed in the first place).
