As someone who produces quotes for public sector organisations this is how they want quoting. We miss out on projects because we fail to prescribe exactly what we will do. Essentially we quote as “we will help you understand the problem and build what solves it” rather than “we will build exactly what you asked for using the technology you told us we must use”
