My recommended steps to take to successfully execute a digital transformation initiative or programme. I call it a Government digital transformation framework. I do think these same steps could be taken not just in public sector transformation programmes but also in private sector programmes.
Step 1: Define strategic direction
Step 2: Create a policy or regulation
Step 3: Stand up programme management around it
Step 4: Create guidelines or principles so it can be understood and followed easily.
Step 5: Spell out the new processes or operating procedures (You can’t do the same things and expect a different result)
Step 6: Create performance measures to know if things are working right or not.
Step 7: Define the new Target Operating Model. Link business services, business process to the new IT and Data.
Step 8: Map out the target architectures, it makes it easy to know where to fix things or to add new features.
Step 9: Change management can be very helpful to make this new golf trick or skill last otherwise people will go back to old ways of doing things.
