Some school districts will do the absolute minimal unless parents assert their rights firmly and aggressively. Parents can self advocate and they can hire advocates who specialize in the field to help them through the IEP process, but sometimes only a lawyer can get the school to provide a child with the free and appropriate education (FAPE) they are entitled to. The litigation can be tough, it can take years, it can be costly, but most times the school districts settle and then you really need an attorney to look at that settlement contract to make sure you have not given up important rights. Parents are often too nice and too trusting in these situations.
