Elixir Development on Windows 10

Thank you for this guide; it was excellent.

I tried the Atom editor in the past and didn’t enjoy it much so I adapted the instructions to stick to Cmder for the command-line stuff and use Microsoft Visual Studio Code as the IDE (there are Elixir extensions one can leverage). I appreciate that you made the instructions clear enough the reader could substitute their own personal preferences as desired.

Kudos!
