This is a hugely important question, with a lot of difference depending on context. But to sum up a lot of thoughts in one carelessly worked question — how are local grids any different from gated communities? The two seem to share a lot of the same physical design, governance, and business logic, don’t they? Unless you really work hard to make sure they don’t.
