From an economic point of view, this is a case of “externalities” (effects of an activity, that necessarily spill over the intended interests of the involved actors, affecting everybody, either negatively (like contamination) or positively (like technology, once something is invented, everybody can in principle learn how to replicate it, like very poor countries have learnt to build nuclear weapons or adopt healthcare advances). AI, as a potential beneficial or devastating technology is not different in that respect. Externalities can be solved only through complete collaborative action of all the involved actors, in that case the entire planet, and I completely agree with you that only through global collaboration the maximum benefits of such technology can be achieved, while keeping the risks at bay.
